M and H Trainers and Consultants Ltd is a new company launched in August 2009 to provide a bespoke and 24/7 support service to a limited and select number of clients across commercial operations servicing the retail, financial, security, legal and licensed trade arenas. M and H trainers have developed training models and programmes designed to deliver effective training in the highly specialized markets of critical incident management, fire safety and security.

The Directors (detailed CV's below) have operated for over two decades at Executive Police and Fire Service Management levels locally across the Central Scotland belt and also at UK national and international levels. As a consequence they possess an extensive and developed network of contacts across public agencies and private enterprise.

As previously stated our core business strategy is to secure a retained client list of quality level commercial and local authority organizations. By following this strategy we aim to develop business partnerships with their clients reflecting knowledge, trust and integrity, which will benefit all parties.

The establishment of a long running relationship with retained clients will enable us to understand the intricate business processes and aims of individual client companies, enabling the Consultancy to cut through the 'learning and trust' curve encountered by 'stranger consultants', allowing the client to benefit from swifter and more effective responses and importantly a significant reduction of the current market level consultancy fees.

Joe Holden

Joe Holden, with Tommy Mann, has recently launched M and H Trainers and Consultants Ltd.

In 2007 he completed 34 years of Police Service with 15 years at a senior executive management level. Joe completed his service as Head of Operational Policing retiring in the rank of Chief Superintendent.

The majority of his service with Central Scotland Police was spent as a 'career detective' rising to become Head of the Criminal Investigation Department.

In the roles of Head of Operational Policing and Head of C.I.D. he was responsible for the development and delivery of the policing responses to all operational policing matters including crime management encompassing intelligence gathering and analysis, crime investigation and crime prevention. Also included in this remit were the force responses to child protection, management of sex offenders, drugs, fraud, and e-crime.

He was also an accredited and authorized 'Gold' or strategic commander for Firearms Incidents.

During his career Joe played a lead role in the terrorist enquiries resulting in the successful arrests of a PIRA active service unit and a UVF gun running team in Central Scotland ; the initial response and full investigation of the Dunblane tragedy ; the planning and command of the Central Scotland Police response to the G8 Summit including the successful control of the central core of 'Black Brigade' protestors encamped in Stirling receiving accolades from the British and American Governments. In addition he has led a number of high profile murder and serious crime investigations and is a recognised national and international speaker on a variety of policing subjects.

As a member of the Force Executive Management team he was routinely called upon to attend the Association of Chief Police Officer (Scotland) General Policing and Crime Business areas - national committees created to advance police strategy across all operational police areas and to advise the Government

He is an accredited and registered International Policing Development Consultant with the Scottish Police College, Tulliallan, Kincardine and is also an accredited SQA assessor in the Diploma of Police Leadership and Management.

Tommy Mann MBE GCGI - Director

In 2009 Tommy Mann retired as Director of Service Delivery from Central Scotland Fire and Rescue Service after just over 30 years service, for the greater part of his career Tommy had a senior manager role, the last 6 years in a principle management post retiring as Deputy Chief Fire Officer.

The whole of Tommy's career was in a uniformed operational capacity, with a significant time as Fire Safety Enforcement Officer. His role of Director of Service delivery encompassed the responsibility for all operational aspects of the service, fire safety, community safety and control and mobilizing.

As an instructor at the Scottish Fire Service Training School and later as an invited lecturer he taught on the Specialist Legislation Course, where the subject matter embraced Building Regulations, Licensing Act, and Gaming Act. He also was an invited lecturer to the Scottish Police College on the topic of Fire Investigation.

He is recognized as a gold level commander for CBRN (Chemical, Biological, Radiation and Nuclear) incidents and has attended Winter Bourne Gunner as part of that accreditation.

In 1999 Tommy was awarded an MBE for services to the Fire Service, he also achieved the qualification of Graduate of the City and Guilds Institute in Fire Service Management. He is also a D32 assessor and has a NEBOSH Certificate in Health and Safety.

Tommy on behalf of the Chief Fire Officers Association(S) (CFOA) chaired the national committees of Appliance Uniform and Equipment, and the Scottish Fire Service Procurement, he also represented CFOA on the Scottish Fleet project for the three blue light services and the U.K. integrated clothing project.

He has considerable experience of command in a broad range of environments from the petro-chemical industry to transport, commercial and industrial incidents.
